I have the complete japanese subtitles, so if there are english subtitles untimed, they could be matched to provide timing. The solidfiles link mentioned above isn't working, and the english subs on youtube only cover the first few episodes.

@Rick thank you, I thought that there were all the episodes, including all 15 banned ones, but there are only 121, not 136 I'm looking for Japanese subtitles for 51,54,55,95,123 episodes)
I hope you guys can pick it up again soon as possible, but I'll also try to keep up with the other projects. Thanks a lot for the hard work so far, I'm having a lot of fun with Oishinbo.

They do exist, I downloaded once from a mega download, all the english youtube subtitles but with no timings, no idea where to find now though
